David H. Caster has been Pennsylvania’s Drug Abuse Resistance Education (D.A.R.E.) Coordinator since May of 2001. During his career, he has served as the D.A.R.E. Training Director for PCCD, a D.A.R.E. Mentor instructing police officers for PCCD, the Police Coordinator for Project D.A.R.E. in the State College Area School District, and a D.A.R.E. Instructor for elementary and junior high schools in the State College Area School District.
