Chief Dave Spotts has been in law enforcement since 1975. He started as a Cadet with the Dillsburg Police Department. In 1976, he was hired as a Patrolman for the Carroll Township Police Department, where he served as a K-9 Officer. In 1978, he started as a Police Officer for the Upper Allen Township Police Department. At Upper Allen, he rose to the rank of Sergeant. While there, he had assignments in Community Relations, Drug Task Force, Polygraph Examiner, DARE Officer, Police Instructor and Administration.

In January of 2000, he became the Chief of Police for Mechanicsburg Borough. He is in charge of a force of 15 sworn Officers, four Community Service Officers, two civilian staff and part-time seasonal park security with a budget well over one million dollars. He has an Associates Degree from Harrisburg Area Community College (Honors Graduate), a Bachelors degree from Messiah College (cum laude graduate) and a Juris Doctor (Law) Degree from Widener University School of Law, where he was a Dean’s Scholar. He is a graduate of the 196 TH Session of the F.B.I. National Academy. He has also successfully completed well over 200 professional development schools, including the Advanced Police Executive Development Institute from Penn State. He is a member of the adjunct faculty at H.A.C.C., teaching various college classes in criminal justice. He is the Legal Instructor for the Polygraph Institute at the Northeast Counter-Drug Training Center. He also works as an attorney, representing the Pennsylvania Crime Prevention Officers Association, the Central Pennsylvania Chiefs of Police Association and the Cumberland County Chiefs of Police Association.
